Maxis is actually Steel's re-animated body after being infected simultaneously by a virus and symbiote. The two infections battled each other, then fused and took over Steel's corpse. The result was an awesome being, but brain dead so the virus/sumbiote simply lashed out at anything and everything around it. It takes the combined efforts of Semitar, Silva, Gogar, and Silva's old gang.
